cruise!

Every summer, starting from the beginning of July to the second to last Sunday of September, there is a summer cruise that circles around Tokyo Bay called noryosen 納涼船, which literally means summer cruise. It's decently priced: ¥2500 per person, which includes all you can drink beer and cocktails, as well as free entertainment from yukata dancers. In addition, if you go in a yukata, you get a ¥1000 discount. How does that sound?
The boat leaves from Takeshiba Pier at 19:15 and passes under the Rainbow Bridge. From the cruise, you can see all of Odaiba, as well as Haneda Airport (where it turns around to head back). Because it's so near the airport, you often see planes depart and land up close.
Since it is really affordable, the boat gets crowded, even though there are five decks.
